We stayed in the camp on the 3rd of October and had the most terrible experience I think I've ever had in any camp, hotel or otherwise when they for some reason decided to place us next to a party of 25 people?
Keep in mind that the walls of our tent were extremely thin and the tents are quite close... together. Even without a loud party happening barely more than 3 meters away from us, I'm pretty sure you would still be able to hear people just casually chatting in the next tent over. In our case, we could hear literally everything.
The instructions they sent us said quiet time was 22h, but when that time finally arrived and we went to find somebody to deal with the party, we were told "Don't worry, we do patrols around the camp to find anyone making noise". Okay, sounds good? No, the staff never came. Eventually, at 23h, we left again to find somebody. Asked them to come and help us.
We had a feeling that he wouldn't actually help so after leaving him, we decided to ask the party directly to quiet down. This is where we found out three things:
1. The party actually asked the camp what the quiet time was and were told midnight.
2. The staff for some reason think the quiet time is 23h.
3. The instructions we were sent actually say two contradictory things in the same message. The quiet time is apparently 22h and also 23h in the same message?
We wandered around for most of the night trying to both understand the camp's inconsistent policy about noise and also basically deal with the problem ourselves. We didn't get to sleep until 1am, when the party were finally disbanded. Even still, we woke up again at 4:30am when they came back.
Throughout this whole process, the camp were extremely unhelpful. We had to basically do their job for them. They couldn't move us to another room and could basically do nothing but ask the party to quiet down.
We woke up in the morning and found out that apparently the party were told, at 2am, to move to a location near the main area of the camp. Then, after being told to move there, the camp called the police on them?
The inattentiveness of the staff and the inconsistent quiet time ended up ruining both our experience and also the party's experience, too.
It seemed like the camp was completely at fault for this, so the morning after, I woke up and asked them for a refund. I was very quickly told "No, the policy does not permit refunds". Apparently this is true even when the camp itself is at fault?
This message marked the start of a long and annoying process of the camp denying any responsibility, forcing me to go as far as making an official claim with the Catalan Consumer Agency. We'll see if after 3-6 months the camp will be forced to admit fault in this issue and return the money I spent on a service I didn't receive.
To underscore all of this: If you expect silence in the camp, or if you think you will have any problems at all with your reservation, do not book with this camp. They told us they're committed to customer satisfaction, but all they've shown is a solid commitment to getting as much money from you as possible. I'm sure the camp is nice if you have no issues at all with your reservation, but as soon as you run into a problem, expect the camp to be completely useless in helping you.
I was hoping to stay here again, but I cannot give more money to a camp that is so unfriendly to its guests.
If you want any further evidence of the non-commitment to their noise policy, check the other reviews here. Plenty of other people have had similar problems. The camp said they're very strict about their noise policy, but it's clear that they aren't and have no intention to improve it.
I've attached the two different noise policies below. One in Spanish, the other in English, just to make it clear that this is a mistake that they openly communicate to everyone who stays here.

This was our third stay at Camping El Garrofer and we spent 10 nights here. Overall it’s a good campsite, but there are a few things that could be improved.
The swimming pool is great – it’s large with some fun slides – but the sun loungers really let it down as so many are broken. It can be... a bit of a mission to find one that’s usable.
The facilities are very clean, especially the toilets and showers. The cleaners do an excellent job and are always around, which is brilliant. On the downside, the water supply was cut for several hours one day with no warning at all, which was frustrating as even the toilets couldn’t be used.
The prepaid electricity system worked perfectly and we had no issues there. Most of the security guards were lovely and friendly, but there was one man who was consistently rude, which left a bit of a sour note.
The on-site shop is really handy and well stocked with a good variety of things. Some pitches can be a bit awkward though – a few have random trees right in the middle which makes it tricky to get a caravan onto them. We’d hoped to book next to our friends but the site doesn’t allow you to reserve pitches together, which was a shame.
Over the years we’ve noticed the campsite expanding its glamping options with tiny houses and similar accommodation. That’s fine, but it does seem to be pushing the prices up. This year we paid over €100 more than last time, which we believe is down to the new ownership under Hola Camp (who also run the other site in Sitges).
All in all, it’s a good campsite with a lot going for it, but they need to be careful not to let the price creep too high.

This was my 4th time staying at this site. It's a great site, with good size pitches and good facilities. It's a 20 minute walk from Sitges town and only a 15-20 minute walk from the nearest beach.
Since my last visit they have spent some money on the shower and toilet facilities. The original block... could do with modernisation, however, I expect they will complete this soon. Quiet times from 23-7am, which people do respect and they do close the security gates.
There a swimming pool complex with 3 slides available. The is a smaller young childrens pool area. Sun beds are available and we've never had any issues getting a sun bed, however, I can imagine in peak season, it could be a challenge. They also have a tennis court, adventure play area and basketball court available on site.
Onsite restaurant available, which does get busy so I'd recommend booking a table in advance. Food is ok, but we prefer going into Sitges itself for dinner.
All the staff I've encountered have been friendly and helpful.
Highly recommend and will stay here again the future.

Lovely little campsite, beautifully laid out and clean. Staff very friendly & helpful, great facilities and well located for both Barcelona and Sitges. A little noisy at night but only as much as you would expect on a camping holiday! Loved our stay.

We stayed in the campsite’s own accommodation, 3 bed superior mobile. Check in was very efficient, the staff were extremely friendly. The mobile was excellent and it was great to have beds made, a couple of wine glasses would have been nice.
The pool area is small but we always found a spot and there... is a comfortable grass area to put towels on. The restaurant was good and camping pizza was really quaint. It is quite noisy at night and I’d say if you have smaller children it could be an issue.
We have been to many of the more popular larger campsites but this was one of our favourites. There is a really relaxed vibe and the staff were excellent. The close proximity to Sitges is a bonus with its excellent restaurants and the bus to Barcelona stops outside.
I was nervous given recent negative reviews but we will be back.
